Vice Admiral Rubisel Venebra Jaimes graduated from Mexican Naval Academy with a degree in Engineering in Naval Sciences.

His academic background includes various postgraduate studies, among them:

• Destroyer Course as Tactical Operations Officer.


At the Center for Higher Naval Studies:

• Specialty in Communications and Electronic Warfare.
• Specialty in Naval Command.
• Master Degree in Security Information.
• Master Degree in Naval Administration.


At the U.S. Pacific Fleet’s Training Center:
• Naval Intelligence Course.


At the Autonomous Technological Institute of Mexico:
• Diploma in Total Quality and Business Competitiveness.

At the Mexican Institute for Strategic Studies on Security and National Defense:
• PhD in Development and National Security.

During his professional career, he has held the following positions:
• Assignments in various Surface Units and Establishments of the Mexican Navy.
• Commander of the Student Corps of the Naval Electronics School.
• Director of Institutional Publishing and Audiovisuals in the Social Communication Unit.

• Liaison Officer at the US Northern Command. • Board Member for International Affairs in the Special Studies Commission.
• Head of Studies at the Mexican Naval Academy.
• Chief of Staff of the First and Eleventh Naval Zones.
• Director of the Naval War College at the Center for Higher Naval Studies.
• Administrative Chief and Inspector at the High Command Headquarters.
• Deputy Director General of Administrative Control at the Naval Medical Center.

• First to Sixth Class Medal for 40 years of service in the Mexican Navy.
