Captain Victor Gonzalo Lopez Ramirez joined the active service of the Secretariat of the Navy-Mexican Navy on July 16, 1984 and graduated as Engineer in Naval Sciences from the Naval Academy in 1988.

Among his postgraduate studies, he has specialties in Communications and Electronic Warfare and Naval Administration (Naval Command); Master's Degrees in Naval Administration (General Staff) and National Security. Diploma courses in Organizational Development at ITAM; Results Based Budgeting and Zero-Base Budgeting at UNAM/SHCP; Mainstreaming gender perspective; Education and Human Rights; Human Rights, Public Security, Procurement of Justice, and Victims of Crime; Constitutional Reform in Human Rights; Incident Command System and Internal Security of a Democracy at the Mexican Institute for Strategic Studies in National Security and Defense.

Officer Training Courses for the Protection of Ships and Port Facilities and Maritime Protection at Nautical Merchant School of Mazatlán, Chemical Precursors, Handling of Essential Chemical Narcotics at Office of the Attorney General of the Republic, Total Quality Process Reengineering at ITAM, Security Cooperation Management International Purchaser Orientation at Superior War College of the Secretary of National Defense; Naval Control for Maritime Traffic, Naval Cooperation and Guidance for Maritime Transportation, Supervision and Control of Maritime Search and Rescue Operations, among others.

He served as Officer in Charge, Chief Engineer and Executive Officer in different Surface Units of the Mexican Navy. He served as Commander of the Patrol Vessel ARM COZUMEL P-1104 and ARM GUADALUPE P-1103. He has also served as Chief of the Intelligence and Operations Section of the Naval Sectors of Topolobampo, Sinaloa and Huatulco, Oaxaca; Command Inspector in Huatulco, Oaxaca, Deputy Director of Structures and Director of Organization in the Deputy Directorate General of Programming, Organization and Budget.

He has been awarded the decorations of Perseverance from Sixth to First Class for having served from 10 to 35 years in the active service of the Secretary of the Navy-Mexican Navy and the decoration of the Mexican Legion of Honor.

Currently, he serves as Director of Academic and Logistic Support. He is married to Mrs. Dinora Estrada and has two children, Victor Ivan and Dinorah Fernanda.
