Change of Command Ceremony of the Center for Higher Naval Studies
Mexico, City.- On Monday, September 1, 2025, the change of command ceremony for the Directorate of the Center for Higher Naval Studies (CESNAV) was held, presided over by Vice Admiral Martín Enrique Barney Montalvo, Dean of the Naval University, where Vice Admiral José Héctor Orozco Tocaven handed over command of this highest house of studies to Vice Admiral Rubisel Venebra Jaimes.
During the ceremony, the Officer of the Watch read out the Extraordinary Order of this Center for Studies, announcing the appointment of the current Director, followed by the swearing-in ceremony.
Vice Admiral Rubisel Venebra Jaimes, current Director of CESNAV, is a graduate of the Mexican Naval Academy with an Engineering degree in Naval Sciences. His academic background includes various postgraduate studies, which are listed below:
